I am directed by Secretary Sir Austen Chamberlain to refer to your letter No.52727/28 of the 21st December last on the subject of the proposed amendment to the Hongkong Merchant Shipping Ordinance 1899 and to transmit the enclosed copy of a despatch to Peking asking for

the observations of His Majesty's Minister and the Acting British Consul General at Canton on the draft

bill enclosed in your letter under reference.
